Let's take a look at the eBay feedback system...

The feedback system is there to let us know how other users have rated their dealings with this user in terms of Product, Delivery, Communication and Description. There are three forms of feedback, Positive, Negative and Neutral.

To the right of every user's ID is a number in brackets, this is their all important feedback rating. By clicking on that number, you will be taken to their feedback page.

Or, you can also click on the link 'View seller's feedback' link on the item page.

The feedback rating is made up as of the number of unique postive feedback, less the number of unique negative feedback left by other users. Neutral feedback does not change the rating number at all. It really is as simple as that.

Important considerations should be the negative feedback that has been left by other users. If, for instance there is a number of negatives close together and recently added, then it could be that the account has been hijacked, and buyers are not receiving their goods. In this case, either contact the seller and satisfy yourself that they are genuine (remember to ask for a telephone and address) or leave it completely and buy elsewhere.
